Under En ISO 9001/2, the company is responsible to ensure that all its employees are suitably qualified to complete the work required of them.
The above means that when employing a person for a new position the company must require formal qualifications from that person that meet the requirements. This also means that if a company requires an employee to do something not requested at the start of the job, they are responsible to provide an opportunity for that person to obtain a qualification.
IF THE ABOVE IS NOT DONE, unqualified people will enter areas causing disasterous results.
WHETHER THE PERSON CAN COMPETENTLY DO THE WORK IS IRRELEVENT, because just doing the job is not the requirement, proof is required.
Now I will move to an area of EN ISO 9001/2 that has been overlooked, or so I feel at this moment in time.
English Language is now becoming the international communication medium. If there is a problem in the ability of a person to communicate clearly using the English language, this is no different !!
This is not just a matter of safety and quality of service, this should also be of great interest to companies, who's market perception, trust and faith is built upon the way they communicate in the marketplace. AND THIS MEANS ORDERS !

Hi Robert,
regarding the required formal qualifications you are right that proof is required. But this concerns only one single point of the ISO 9001. As you mentioned that unqualified people will enter areas causing disasterous results, the company has to add internal trainings and tests in addition to formal qualifications to make sure, that new employees are well trained. At least the company needs to start these trainings after having disasterous results caused by less qualified employees. And similar it will work out with the ability of people to communicate in English. No body is perfect, but everybody has the duty to get better, as long as he wants to act conform with the ISO 9001!
The new ISO 9001:2000 is covering the ISO 9001-3:1994, so ISO 9002 and ISO 9003 do not exist anymore.

Thank you very much for your response. My point is really that under the standard ISO9001/2, it is required that a company can show an employee is qualified to do the job required of them. Whether or not they are capable is really irrelevent. If I am right, then companies that have this approval may not actually be meeting the requirements, (in those cases where an unqualified person is using the English language to do their job).
I see no difference. For instance, if an aircraft maintenance engineer did not have a qualification in aircraft maintenance then the company would not be meeting the requirements of ISO and therefore should not be approved (small scale - 1 employee therefore overlooked maybe), and if this employee were qualified however, worked using the English language of which they had no qualifications, same situation !
ISO was written to bring standards into line and to control the quality given/maintained by companies. I understand it is only a recommendation, but how can a company claim approval, or be approved, if its workforce are working in the English language however, are unqualified?
Remember the engineer above, whoops ! he reads a specification incorrectly and the plane goes down !
Just my feelings. An interesting point you must agree?
